On Wednesday it was reported that far left Representative Emanuel Cleaver (D-MO) proposed a $48 billion earmark to redistribute taxpayer money to the inner city.

It was the Mother of All Earmarks…
Liberal Rep. Emanuel Cleaver proposed a whopping $48 BILLION EARMARK that would redistribute wealth to the inner cities and gift money to the poor and thereby produce a much larger consumer class to buy the goods and services produced in this country.

The $48 billion would go to Cleaver’s friend, a gentleman named Lamar Mickens, president of the not-for-profit Quality Day Campus who runs a day care center out of his Kansas City home. Mickens is the president and secretary of the day care center. His wife is vice president.
The $48 Billion ought to help them out with their daily operations, no?

After this story broke Rep. Cleaver told the Southeast Missourian that the story was false.

“I think it would be hilarious if thousands of people did not believe it,” said Cleaver, who is serving his third term representing the 5th District of Missouri in the House of Representatives. “It’s the most bizarre thing I’ve ever experienced in my years in politics.”

…The project is one of 127 proposals that were submitted to Cleaver via his website earlier this year for fiscal year 2011 and were posted on the site. But he posts every proposal he receives from constituents, he said, and not those that he actually chooses to send to Congressional appropriations committees.

“I post those that are ridiculous and those that are sound,” Cleaver said. “But I have never submitted a request for a $48 billion earmark to do anything. If I ever asked for $48 billion, I would vote against myself. Anybody who asked for that much ought to be removed from Congress. It didn’t happen. It didn’t almost happen. I’ve done what I’ve always done.”

But, it certainly does not look that way from his government website.

Emanuel Cleaver did not expect us to actually fact-check his words.
He’s not used to that from the state-run media.

UPDATE: Business Wire reported that Cleaver was not following the rules on earmarks:

Instead of posting what he requests of the Appropriations Committee as required, Rep. Cleaver posts “all earmarks requested of the Congressman.” Presumably some but not all of these earmarks are submitted to the Committee. One of the earmarks requests on the Congressman’s web site is $48 billion for Quality Day Campus, Inc. After conversation with the office, it is unclear whether this request was actually submitted to the Committee. Given this, and considering the extremely large size of the request, it was excluded from both the total and the member data so as not skew the results with an outlier.

    BTW – the reason the amount column has #### signs is that, in an Excel spreadsheet, a number too large to display will automatically fill with these # signs. That explains why someone has to go to the description to find out the amount – of Phase 1. Heh.

    While the amount of the earmark is clearly quite large (the total number of digits in the number exceeds the width of the spreadsheet column, leading to the “#” character-replacement), because of that character-replacement, we don’t know the exact amount of the requested earmark.

    To wit:

    1) The number could be less than 48 billion. Note that the description indicates that the 48 billion is the total cost of “Phase I”. We don’t know that the earmark is the sole source of funding for Phase I.

    2) The number could be more than 48 billion. We don’t know how many Phases there are, or how many Phases the earmark is intended to fund.

    That said: looking at the spreadsheet, in order for the character-replacement to kick in, I think it’s safe to assume that the requested earmark is at least in the billion-dollar order of magnitude, if not in the ten-billion-dollar order of magnitude. (It appears that two more characters could easily fit in the provided space.)

  30. Whoever took the time to dig through his website and come up with this story should also check out this website to get the facts correct: http://appropriations.house.gov/. Look at the 2010 Approps request by representative.

    Of all the earmarks listed on that site, I can only count 7 that were submitted to this committee and guess what, this $48 billion day care WAS NOT ONE OF THEM! Considering that the Omnibus just got shot down, those 7 probably won’t get that money either!

    I haven’t supported everything Rep. Cleaver has voted for but I certainly don’t think that he or Kansas City for this matter should be made a laughing stock because of someone who doesn’t check ALL THE FACTS.

    The website clearly states that all the requests listed don’t go through but are to be posted by law to aknowledge receiving them – that’s a fact, I checked the law!

    Does anyone honestly believe that he would endorse something that would clearly get him removed from office!

    The homes in that once great century old neighborhood normally don’t look like they are more suited to be in south Overland Park. Much of the surrounding area is more typical of an urban core ghetto

    What Government (HUD or otherwise) inner city redevelopment money went into that block and more specifically into the residence at 3943 Paseo?

    By any standards the residence at 3943 Paseo Blvd. is a nice house and it would have cost a large sum of money to either construct or rehab into its current condition. Other than running Quality Day Campus, Inc. what is the background on Lamar Mickens? Did/does he run some other highly profitable enterprise that gave him the resources to purchase such a nice home? Other than Quality Day Campus, Inc., are Lamar Mickens or Cynthia Mickens gainfully employed?

    Are there actually any children being cared for at Quality Day Campus, Inc., is it actually a day care center?

    It would appear that this residence is included in the obscene and totally re-distributive “Green Impact Zone” earmark that Cleaver did get through the appropriations committee as a part of the porkulus bill.

    [Not to worry however, Mickens revised and amended his Articles in December 1999 invoking the Internal Revenue Code 501 (c) (3) allowing contributions to his organization to be tax deductible to the donor. And he removed the St. James Catholic Church as the asset beneficiary in case of dissolution. Now he has standard language for the assets to distribute for "one or more exempt purposes" within the same Internal Revenue Code or reverting to the federal, state or local government for a public purpose.

    And considering the likelihood of dissolution of Quality Day Campus, Inc., it
    did happen in 2009. Mickens failed to make his required annual reporting to
    the State of Missouri and on December 23, 2009 the State revoked his charter.

    Mickens subsequently had the non-profit reinstated in time to make
    his submission to Cleaver in 2010 for the multi-billion dollar earmark.

    Now all Lamar and Cynthia Mickens need to do is wait to see if pal Cleaver
    will deliver the goods for his personal "War on Poverty" Kansas City style.]

  40. When I’ve the time, I’m doing research on Lamar and this game he playing. A Google search on the 3943 Paseo address provides a 1912 date for when the 5 bedroom house was built with an estimate value of $81,000 by a third party. At least the crib ain’t worth less then a low end Lexus, Lincoln Navigator or Beamer. Now the KC, MO web site doesn’t have this address on its lead safe list. Of course I came from a culture where the adults believe cleaniness was next to Godliness and painted when necessary, even if they were renting.
