Obama Cuts Hazard Pay for Soldiers Serving in Harm’s Way


They will now only get the $7.50 daily proration for the individual days they are actually serving in harm’s way instead of for the whole month. (DOD)

Barack Obama cut pay for military men and women serving in harm’s way starting this month.
The Army Times reported:

Starting this month, some troops will begin receiving less Imminent Danger Pay when a new policy takes effect that will prorate the standard $225 monthly IDP stipend.

Under the new policy, troops will be paid only for the actual days they spend in the danger pay location, defense officials said Thursday.

Under the previous policy, troops who spent any portion of the month in a danger pay location received danger pay for the entire month.

The proration amounts to $7.50 per day. So, for example, if a service member spends only 7 days of the month in Afghanistan, he or she will have only $52.50 in Imminent Danger Pay added to their paycheck.

Doug Ross reminds us:

This follows efforts by the president to make veterans pay for their own health insurance — even those injured in combat — and his calls last month for raises for millions of federal paper-pushers.

In other words, the president continues to siphon off more and more money from our defense infrastructure — hitting our warriors first, last and hardest in the process — to fund his green energy scams and public sector union cronies (which, coincidentally, also contribute heavily to his campaign).

And yet Obama will be more than happy to use these same soldiers for a photo op.

    I have two sons in the Marines and the hazards don’t stop just because you leave the zone. My older Marine just arrived home from Afghan this weekend. They ought to be making double what they make for the work they do. And we can pay for it by passing a law that Congress members become hourly employees and paid the minimum wage. That’ll give us ample money to pay our brave military personnel and retain real servants in Congress.

    I also read earlier this morning that Obama is planning a “state dinner” – like dinner for those who’ve served. Two hundred or so soldiers will be invited — so the WH will get to look really, really good for having a parade in New York followed by this fancy dinner, while at the same time he’s gutting the military. My brother is in the Navy reserves — he’s 58, and was let go last week. TOld his services were no longer needed. I’m sure it’s money-related. He’s devastated. He’s been in the Navy (active duty, followed by reserves) his whole adult life.

    What a week Barry has had. He has pissed of the the Catholic vote and many other Evangelicalas as well. And now this!

    I read the part in Hastings ” Operators” about how he was pissed of at the Troops about getting their pic with him. He is THE Commander in Chief and foremost should be concerned about their safety and welfare.

    This cut is a miniscule amount of money, but it sends a powerful message to the Armed Forces. Troops in combat work 24/7 and the amount of pay that many of the young Soldiers make is less than the greeter at your local Wal Mart.

    What an example he is to our Military. He has spent more time golfing and on vacation than he has spent time with them in the combat zone or on post.

    I served in the military when Carter was Pres. he was a disaster and disliked by the troops. Why is it that the Demos always try to gut the military?

    The point of this policy change is that the IDP will now terminate on the day that the ID terminates. This is not something that I would have criticized Bush or Reagan for doing. I have to say that as an active duty Marine I have seen IDP rules abused routinely in the past. It was very common for people with the seniority to do so to arrange for a deployment to commence on the last couple of days of one month and to depart the hostile fire area on the first couple of days of another month. I have no heartburn with pro-rating hostile fire pay to those days when a Soldier or Marine is actually at risk of being subject to hostile fire. Of all the (millions of) valid reasons to criticize the Obama administration’s dereliction in maintaining the military this is not one of them. We should have stopped this years ago.

    I notice you included the entire linked Army Times article except for one paragraph: “The change was mandated by Congress as a part of the 2012 budget, and the Pentagon announced the implementation of the new rules on Thursday.” So should the President have refused to carry out the direction of Congress? Or shouldn’t you be mad at the Republican leadership of the House as well?

    And this is exactly the way it was when I was an Army wife back before either of them. As a matter of fact, ALL military pay was calculated on a per-day basis. Thus, virtually everyone was broke the last week of March because you got only 28 days pay for February and had to make it stretch to cover 31.

    Liberal Democrats ALWAYS gut the military when they are in charge of it. A lot of expenditures for the military when Reagan took office was due to Carter doing the exact same thing. I remember stories of planes that couldn’t fly and vehicles that couldn’t be fixed because the military didn’t have the money to buy parts! Of course the revisionist on the left squawk about how all the wasted money for SDI, called it Star Wars. It was the exact initiative that militarily brought the Soviets to their knees! It was a novel approach since it was DEFENSE, which is what the Constitution requires. Of course Obama reneged on the US commitment to our allies to deploy in Europe.

    This new rule is excellent!

    I am retired military, and I have seen this all my life – the brass and the senior non-coms all schedule 6 short visits for themselves to the zone each year.

    Each visit overlaps 2 calendar months, so they get 12 months Imminent Danger Pay each year for just a few total days in the zone.

    During those visits, they always manage to impede the mission, and sometimes they get people killed.

    For the past 11 years these young men and women have been the only Americans actually performing a duty at risk to their lives in the “War on terror”, now to show our gratitude we cut their numbers, cut their pay and tell them no thanks for you, no parade! But we continue to reward Americans, on welfare, for their lack of providing anything but a hand out and expecting more! 4 generations of welfare, so much for a helping hand….its turned into a complete life style. Why do Americans always do the direct opposite of what we should? Thank you to our totally volunteer military!

    The reason for the cut is that soldiers who were pulled from the battlefield midway through the month, whether it was for injury or whatnot, were getting the full months pay, only for DFAS to catch on a few months later and take the difference back from them anyway. This is a smarter way of doing it, and they still get the same amount they would have before.

    The president sucks, but don’t attack him when he makes a good decision, it takes credibility away from his opposition.

    What crap. So a trooper is only at risk the day he is under fire? I jumped for years fater returning home whenever I heard a loud noise or someone entered the room silently and surprised me. Please justify to us Obama’s increase in foodstamps and his pay raise for Federal workers while cutting the pay for men at risk.

    Obama hates the military. It couldn’t6 be more clear.

    if nothing else, the military teaches it’s soldiers to live on a shoestring budget. if obambam is having a dinner for the soldiers, they shouldn’t show up. the only reason it’s so easy to cut the military budget is because the soldiers are not in the public eye. out of sight, out of mind. which brings me to ask why obambam has never served?

Religion, military..farmers, truckers…he is dictating what our kids can eat in school lunches..military pay, truckers, religion. truckers have to log in their breaks..he is raising the price of all our gas..which ripples effects the price of delivered goods! Sears, kodak, hostess, JC pennys, kmart, American Airlines shutting down. Farmers grain prices tripled..All our food is going sky high! this is what they did in Russia and Germany..take away the food and raise prices to make us all dependent on government. He is closing us off with no oil deliveries…we are under a dictatorship! Then he lies and lies..he says something in the front end and does something to us in the back end! He has turned all of us against each other…no one feels safe or happy..you can feel it your neighborhoods…do we need 4 more years of this???? If a rich person earned it —its his money!!! Who is he to tell us how much to tithe? why cant we drill in America?

    Where’s the 534 million dollars that George Kaizer stole from Solyndra? That would be enough to partly pay for our military men who are in harms way the whole time they are in Afghanistan.

    Just like it was in Vietnam, being a paratrooper we got “Hazardous Duty Pay” just for being a paratrooper because you could die jumping, let alone jumping into a combat zone. When I got to Vietnam I asked if I would get what being in a combat zone was called “combat pay”. They said “no” because I was already getting “hazardous duty pay” that was the same thing as “combat pay”. I was trying to “double dip” see, just a little greedy thing I was trying to do, no harm though, just some sillyness I was trying to slip in. But it was okay that I was already getting what I was getting.

    Are paratroopers getting “hazardous duty pay” anymore if they are not in the combat zone? These guys are in a combat zone the whole time they are in Afghanistan because the enemy is everywhere and can kill you at any time. It’s not like they clock in and clock out when they are on a mission to kill American soldiers.

    And what are our soldiers supposed to do, clock in and clock out of where they are supposed to be going and the officers know that there is enemy there, but not anywhere else around where they’ll be going? How do they know where the enemy is anywhere in Afghanistan? Do they know when our soldiers are going to be shot at and step on an IED and where they aren’t? How does the government know when to pay the soldiers and when not to. Or am I missing something here and think there is no safe place in Afghanistan? Also to does Obama think that just because the soldiers are in their camps they’re not in the combat zone, or they’re not in danger just because they’re in camp?

    No, what it is is further discentagration of our military strength which will lead to more deaths of our men and women in the war on terror. And I don’t give a damn what the government is calling it now. I’ve been in combat where shooting was going on and have walked down roads where we expected to be safe and we were attacked. So when is a dangerous situation supposed to happen over there?`

    If that’s the way Obama is going to have it, then I want him to install time clocks in every village and area where Obama thinks the enemy is, and is not. That way as soon as our soldiers cross an imaginary line in the sand and are out of combat zone there will be a time clock near by where all the men on patrol can clock out of the combat zone. That way each man will be responsible for keeping up with their own time in the zone so accurate time can be kept up with. And when they are in camp and are about to go to a zone where combat will be experienced they can wait until they reach the nearest time clock so they can clock in when they get there.

    How’s that?

    Then if the enemy starts firing at our soldiers, some desinate will have to inform the enemy that our soldiers haven’t clocked in yet and the enemy will have to wait a minute so that proper time can be kept on where and how long our soldiers will be in actual combat. And the enemy will just have to wait until our men find the time clock in that area so that they can clock in, and then the fighting can begin, and that will be the job of the “combat designate” whose responsibility will be to inform the Taliban that our soldiers are ready to begin fighting now, and where they will be after they clock in. We can just handle combat like a job that can only take place in certain area’s of Afghanistan and we’ll have to make contract arrangments with the Taliban as to where they want the combat zones to be. And also whether the shape of the combat zone is acceptable to them since Obama believes that the Taliban is only a political party and not a real enemy that shoots at you and can kill you.

    See, we wouldn’t want any wasteful money being paid to soldiers if they aren’t really in actual combat.

    Next, we’ll be getting the government telling us what “combat” really is, as interpreted by Janet Napolitano, who is the one who changed all the wording for “terrorist”, we can’t call Muslims that anymore, and “foreign contingency operations” for the “war on terror”. Or some sort of crap!

    Sorry folks, but Obama is not responsible for this, and it was the right thing to do. Troops in combat zones have always been pissed at senior officers who fly into a hostile fire zone for a day or two and get a full month of pay, plus the combat zone tax exclusion, which can change their taxes by hundreds if not thousands of dollars.

    Prorated hostile fire pay was suggested years ago not to save money but to prevent waste and abuse. The only reason it wasn’t changed is because members of Congress want senior officers to support them. The next change they need to make is to stop paying combat pay for Kosovo, where the war ended a decade ago.

He is drastically slashing the military budget (code word – “leaner”) and making us weaker as troops die in foreign lands. Right now, his focus is on a good relationship with his friends in the Muslim Brotherhood.

    Prior to the White House takeover, Obama’s only connection to the military was his friendship with a guy who bombed the Pentagon.

    We owe it to our soldiers to elect a Commander-In-Chief who cares about them.

    Then why not just do this for senior officers that come and go as needed and not the rank in file?

    It makes no sense to give our military anymore reasons to feel disenfranchised.

    We need to be taking better care of them not making it harder and costlier to keep track of who was in harms way today and who wasn’t.

    If you are in a US military uniform anywhere in the world, you are a target. I call that combat pay all day long.

    Having recently retired from the Military, and glad I did, what is really staggering is the number of Soldiers that voted for him, and even more staggering is the number that will vote for him AGAIN.

    and after 4 tours in the M.E. this is freaking pitiful. Our troops deserve every penny.

    and oh by the way, when is HE and Congress going to take a pay cut?

    I hate to rain on the Hate Obama parade, but the person responsible for this change in imminent danger pay is Sen. Jim Webb, a decorated Vietnam veteran, who acted because too many people not really facing combat where getting a full month of pay for dropping into a combat zone for a few hours.
    Webb said this was insulting to people who were really putting their lives at risk.

    Military PAY is not pro-rated… Our base pay = “salary”…. Hence, a “short” month literally would be MORE pay for LESS work/days worked… :)

    Sure there is pride and honor behind the clothing our service members wear ,that being said
    B H Q,Free dental and medical care for soldier and family, most soldiers enlist and PICK their M.O.S. they are not assigned to become Navy Seals or Special OPS.People do not join the military for the great money, you get FREE EDUCATION,GI BILL, Veterans preference in civil service.

    People are being laid off. The military is being downsized
    Don’t pick on the President..pick on the GOP they’re the monkeys in the barrel.

    But, all the “free” benefits we were promised are silently and steadily being taken away from us. We pay for United Concordia Dental Plan for our family members- $39/mo. We pay for our SGLI depending on the amount of coverage. We pay for VGLI- even if our spouse is Active Duty. Yes we receive housing BAH if we live offpost- show me a house even in Missouri where you can fit a family of average size- for $1200 all utilities paid (not cable/Internet/phone). Our retired pay is always teetering on and off the chopping block. There’s no security in that. There can be no peace and total focus to the job at hand- deployed or otherwise- if you don’t feel sure your family is going to be taken care of. We all know– “a DISTRACTED Soldier is a DEAD Soldier… Show me the security and peace.. So I can show Soldiers that ask “why reEnlist?”. That has been a tough point to make lately.

They deserve the best possible help and congress, house need to do away with some of the ridiculous spending, raises, etc. to make this happen. The President does not respect the military, only uses the photo ops to make hisself look good when anyone can see through the phony smiles.

    It accomplished 2 things, it screwed the military that Obama dislikes as the pro Israeli world Oppressors and it pinned the Donkey’s tail on the Republicans like it was their fault. This doesn’t happen by accident!

    Now comes another liberial rain of money because Obama wants to raise the debt ceiling AGAIN, $$$1.2 TRILLION dollars…

    Look, I’m no huge Obama fan, however…this in my opinion isn’t as bad as it first seems. Soldiers are still getting the same rate per month. All this does is stop a well known practice by some higher ranking officers who would jet in to theater and because they were there for one or two days…they would receive a full month of danger pay, AND get that months pay tax free. Tax free doesn’t sound like a lot to a private or junior NCO…but senior officers and NCO’s make enough money to make it worth the trip. Like I said…I’m not defending Obama, but I don’t necessarily think this is a bad policy. Why should a visiting high-ranking officer who jets into theater get a full months combat pay, while the Joes are out risking their ass every day? Think about it folks.

    In World War II, 11.2% of the nation served in four years. In Vietnam, 4.3% served in 12 years. Since 2001, only 0.45% of our population has served in the Global War on Terror. These are unbelievable statistics.

    Over time, fewer and fewer people have shouldered more and more of the burden and it is only getting worse. Our troops were sent to war in Iraq by a Congress consisting of 10% veterans with only one person having a child in the military. Taxes did not increase to pay for the war. War bonds were not sold. Gas was not regulated. In fact, the average citizen was asked to sacrifice nothing, and has sacrificed nothing unless they have chosen to out of the goodness of their hearts.

    The only people who have sacrificed are the veterans and their families. The volunteers. The people who swore an oath to defend this nation. You.

    You stand there, deployment after deployment and fight on. You’ve lost relationships, spent years of your lives in extreme conditions, years apart from kids you’ll never get back, and beaten your body in a way that even professional athletes don’t understand. And you come home to a nation that doesn’t understand. They don’t understand suffering. They don’t understand sacrifice. They don’t understand that bad people exist. They look at you like you’re a machine – like something is wrong with you. You are the misguided one – not them. When you get out, you sit in the college classrooms with political science teachers that discount your opinions on Iraq and Afghanistan because YOU WERE THERE and can’t understand the “macro” issues they gathered from books with your bias. You watch TV shows where every vet has PTSD and the violent strain at that. Your Congress is debating your benefits, your retirement, and your pay, while they ask you to do more.

    But the amazing thing about you is that you all know this. You know your country will never pay back what you’ve given up. You know that the populace at large will never truly understand or appreciate what you have done for them. Hell, you know that in some circles, you will be thought as less than normal for having worn the uniform. But you do it anyway. You do what the greatest men and women of this country have done since 1775 – YOU SERVED. Just that decision alone makes you part of an elite group.

    Never in the field of human conflict has so much been owed by so many to so few.

    You are the 0.45%.

    That’s cause they are TOOL’s, my kid will not join any branch of military. The military job to Defend the government not the country i see people Panhandling for Soldiers. It’s sad but at the end of the day they are tools but we have AID for Israel Pakistan and others….

    I am sure he needs to put the money toward those who will not work or try to get a job. They need their Section 8 money, Food cards , free cell phones and the welfare checks for their babies that do not know daddy and are only born so mommy can get another check. This is more important than our troops in Mr.Obama’s eyes. I call him Mr.Obama because I refuse to say the word President and his name in the same sentence. He has no clue how to be a presidnet.

    Everyone serving in the military under this commander-in-chief should get danger pay. Just look at Fort Hood, Little Rock, or Benghazi.
