Former IT Engineer: Obamacare Will Never Be Implemented as Defined Today
Reader Charles Vandegriffe Sr., an IT specialist who had a 54 year career with EDS-Ross Perot and the US Army, submitted this article on the Obamacare website debacle. Charles believes Obamacare will never be implemented as defined today.
I submit the following in support of my opinion that Obamacare will never be implemented as defined today. This article addresses just the testing of the system but to get to this point is the development of the system which is the majority of the work. I am providing the tasks regarding testing of large-scale integrated systems to show the magnitude of testing the Obamacare policy prior to making the system available to the public as follows:
** Task-Design Reviews – Results-system design, ready to be translated into computer programs, hardware configuration, documentation and training.
** Task-Program Peer walk through-Results-Computer software ready for testing or more detail inspections by the developer
** Task-Code analysis- Results-Computer software ready for testing by the system developer.
** Test-Unit Testing-Results-Software unit ready for testing with other system components such as other software units, hardware, documentation or users.
** Task-Interface Testing—Results-Portions of the system are ready for testing with other portions of the system.
** Task-Systems Testing — Performed by the systems developers and users -Description of Task-the testing of an entire computer system. This kind of test must include security, functional and structural testing such as stress testing and validation of the systems requirements.
** Beta testing-select a state and have the system available for use by the public. This test must be perfected prior to total implementation to the United States citizens for use.
To accomplish implementing the Obamacare system it must be broken down into segments that support a specific requirement rather than trying to implement the complete system. Again, they are trying to eat the whole cake at one time instead of a piece of the cake one bite at a time otherwise it will never happen in my opinion from an old time IT person.
The question remains can this be done and if yes how long will it take?
