Earlier Tuesday, the GOP tax bill passed the House on a 227-203 vote.
Because Democrat hacks complained about two minor provisions in the bill, the House will re-vote on tax bill Wednesday.
Vice President Mike Pence presided over the Senate. McCain was absent due to health complication from radiation therapy.
