Terrorists have been organizing in Libya since the Gaddafi regime was removed from power. In 2012, Al-Qaeda terrorists held a massive military parade in Benghazi just weeks before the terrorist attack on the US consulate.
Libya asked the international community for help to counter the Islamic State earlier this month.
