On Thursday, House Majority Leader Steny H. Hoyer (D-MD) praised members of the “deep state” as “professionals dedicated to honoring the constitution and laws in the country.”
Rep. Steny H. Hoyer delivered remarks on the House Floor on Thursday in support of Gerry Connolly’s Preventing a Patronage System Act that would undo Trump’s executive order which made it easier for any administration to remove poor-performing federal workers and to give agency heads “greater flexibility in the appointment of staff members who serve in policy-related positions.”
The democrats claimed that President Trump’s executive order would undermine the merit system principles of the federal workforce.
“I too strongly support this effort, which would protect the nonpartisan nature of our civil service by ensuring that presidents cannot simply fire federal workers by reclassifying them as ‘Schedule F’ employees,” Hoyer said.
“That’s what the previous President suggested he would do, had he not been voted out of office. We must guard against a future president taking that dangerous step, which would essentially return us to the kind of patronage system that fueled corruption and partisanship before the civil-service reforms of the late nineteenth century.”
Hoyer went off-script and lauded the deep state saying, “[Republicans] have made it quite clear they want to eliminate what they call the Deep State. The Deep State is a cadre of professionals dedicated to honoring the Constitution, laws of this country, and carrying out the policies of the congress and the president.”

Social media users were quick to point out that Hoyer admitted that the deep state exists.
One user commented, “Broke: “The Deep State is a right-wing conspiracy”, Woke: “The Deep State is real and a good thing”
Another user responded, “We’ve gone from the deep state is a conspiracy theory, to the deep state is made up of patriots, real fast.”
“There’s so many things wrong with the statement but I’ll just focus on one: the administrative state and the deep state actors that come out of it do not respect the constitution. Everything about them is the antithesis of the constitution as intended by the founders,” another user tweeted.
“You stand with the criminals of the deep state that is above the law? That is very telling as to your character sir. Disgusting when we see how it is destroying our country by ignoring real crimes and chasing after people they don’t like. That is not constitutional sir,” another user replied.
