Benghazi Review Puts Blame Squarely on State Department for Systemic Failures


An independent review of the Benghazi terrorist attacks put blame on the State Department.
But the review recommended no disciplinary action now.

The AP reported, via Free Republic:

An independent panel charged with investigating the deadly Sept. 11 attack in Libya that killed a U.S. ambassador and three other Americans has concluded that systematic management and leadership failures at the State Department led to “grossly” inadequate security at the mission in Benghazi.

“Systematic failures and leadership and management deficiencies at senior levels within two bureaus of the State Department resulted in a Special Mission security posture that was inadequate for Benghazi and grossly inadequate to deal with the attack that took place,” the panel said.

The report singled out the Bureau of Diplomatic Security and the Bureau of Near East Affairs for criticism, saying there appeared to be a lack of cooperation and confusion over protection at the mission in Benghazi, a city in Eastern Libya that was relatively lawless after the revolution that toppled Libyan strongman Moammar Gadhafi.

Despite those failures, the Accountability Review Board determined that no individual officials ignored or violated their duties and recommended no disciplinary action now. But it also said poor performance by senior managers should be grounds for disciplinary recommendations in the future.

So the State Department is to blame but no one violated or ignored their duties.
Only the government could release such a nonsensical report and expect to be taken seriously.

    So, according to the report – it’s all squarely laid on those in Benghazi as being at fault. And they’re dead or sequestered.

    Hmmm…………….creative obscurement. Satisfies the public’s need to see some placing of a miniscule amount of blame, cleverly avoids any mention or reference to Obama’s weapons transfers, the huge doublecross and the Ambassador’s true purpose in being there in the first place. Does this not define ‘diplomacy’ ? Believable obfuscation? NOT.

    Once again, the obama administration gets away with something far worse that the Watergate cover-up, which caused Nixon to resign or lying about the sex scandal which caused Bill Clinton to be impeached (but not convicted for political reasons). So the obama administration gets a strongly worded letter for the file, and gets re-elected.

    But does it state why the failures occurred? Incompetence like this in this particular locale must have been ordered….although one should never underestimate government’s ability to be incompetent.

    Wouldn’t it have been nice if the President gave as much time, energy, and policy statements about Benghazi as he did a school shooting?

    And those failures apparently included failure to notify Obama and Biden that an armed attack was under way against American diplomatic staff in Benghazi?

    As bad as the State Department may be, I don’t believe this.

    I continue to believe that this report is another in the shameless attempts to shield the White House from any possible blame by pointing a finger at anyone else – and especially at Hillary Clinton.

    And who is in charge of the State Department? Hillary Clinton. She even told one of the deceased’s family members that the US would go after the maker of the video…not the people who actually did the killing.

    Clinton was just as guilty as Rice in lying about the attack yet she has been able to slip through unscathed. Her sudden ‘health problem’ would have been sneered at by the MSM if she was a Republican. But they are so much a part of the Obama/Dem apparatus that they will continue to ignore/cover-up Bengazi. Just like they have ignored Fast and Furious, Solyndra, etc.

    We still don’t know (l) if and when the President issued an order that everything possible be done to save the Americans in Benghazi and (2) if he issued the order, who in his Administration countermanded the President’s order.

    The only things we know is that we have FOUR DEAD AMERICANS, the State Department really screwed up, Hillary is making up excuses so she won’t have to testify and the White House is supports her not testifying. Congress needs to withhold funding the State Department until it gets answers to these questions.

    Of course State was the problem, but not the biggest problem. The biggest problem was and still is Obama. He was the only one who could have ordered the stand down. However, Hillary never told him that it was his job and his alone to save those people. She has no scruples and has been busy saving her own @ss. It’s time for these un-American Dems to be forced into early retirement w/o their money. They are not serving, but destroying.

    You don’t have to have an Ivy League degree to figure out that in a place like Benghazi, on 9/11, with the British Consulate and the Red Cross previously having left already, and having sustained two attacks prior, some extra security would be, ahum, PRUDENT?

    How “smart” are these people in Washington, really? This is the dumbest Administration, EVER. Good grief.

    Would someone please connect the dots and link the fact that there must’ve been a WH directive with the State Dept. that stated that the politics of Libya and “optics’ were more important than actual security in a sanctuary for terrorists?

    hIllary bears the direct responsibility for diplomats’ security but oBama still remains directly responsible for policy and for the subsequent coverup of Benghazi.

    So there is fault, but nobody’s at fault. There are responsibilites but no one is responsible. Another ‘blue ribbon panel’ that is totally worthless. Nothing learned from this debacle. What a waste of time and money for this report. I feel sorry for the families of our dead heros.

    Obama Misdirection 101

    [In the past year Hillary Clinton has been photographed swilling booze
    and waddling drunkenly around on dance floors the world over. And though
    she presented an unflattering exhibition of cankles and perspiration, she
    managed to stay upright. She suffered no symptoms from dehydration,
    and she was able to keep her diplomatic appointments the following day.

    But with her appearances before the Senate Foreign Relations Committee (SFRC) and the House Foreign Affairs Committee (HFAC) this week hanging over her head like the sword of Damocles – she first developed a tummy-ache, and then to further bury herself in the part – we’re told she became dehydrated, fainted and suffered a concussion.

    And while we’re told she’s resting at home, I wouldn’t be surprised to
    hear she was observed driving around New York in a red 1961 Ferrari
    250GT California Spyder a` la a certain Mr. Ferris Bueller.

    The problem with the media discussions about her becoming Secretary
    of State is that, first, she hadn’t been nominated, and, second, there
    was a snowball’s chance in the desert that she would be nominated.
    It was Kabuki Theater by Obama.

    Hillary has no intention of testifying before Committee, and Obama will
    never risk placing Rice under the microscope of the nomination process.
    Not to mention that Rice has been the scourge of even the liberal human
    -rights’ groups for, among other things, refusing to condemn genocidal
    potentates and African warlords.

    We are watching Obama Misdirection101. It’s Br’er Rabbit’s “Don’t throw
    me in the briar patch.” And the Republican lack of leadership has played
    right along with them in exchange for extended television appearances
    that the politically uninitiated will equate with standing up for the people.

    In reality, both Obama and the so-called Republican leadership are
    treating the public to the same monophagous swill we have come
    to expect..

    It is clear to anyone with even a modicum of understanding that Obama
    cannot risk scrutiny of what actually took place in Benghazi and to answer
    my question of why he permitted Ambassador Christopher Stevens, Sean
    Smith, Glen Doherty, and Tyrone Woods to be sodomized and murdered.
