I think Joe’s comment should be understood in the light of the fact that the average IQ of black people is only 85, a level that was once described as ‘slow’ or mildly retarded until we realized that it was another way of saying ‘authentic African-American’.

Let’s talk drop rate. Drop out rates have to do with low self esteem and welfare recipients.
Therefore it is imperative our government needs to comprehend, get it through their thick skulls that the family unit and an eternity of hand outs will never ever end the course of low self esteem. A kid has to have someone special in their life like a mother or father that will give them a better direction in life.
Biden and Obama aren’t address the crust of the problem, not many have. We need great teachers and we need to supplies some students with interests they may have.
I do believe that Vocational style schools with hands on training and science programs that truly gain the students attention. Mores hands on style of education, so students can see first hand what they have done with the hands on skills.
Kids need structure and they need to be interested in school and not bored and this is very problematic for a child that has a less than lustrously home life.
Fathers are more than likely uneducated in poorer families and this can be address by leaders in organizations who are truly wanting a more productive and goal setting community. Change can come but talking about without action is ridiculous and accomplishes a vicious circle of more hand outs and low self esteem.

In Oakland, I heard the mayor was trying to herd the gangs into a 100 blk area as a way to combat crime. The sad truth is 70% of the violent crime is America is committed by 13% of the population, and that is even a little skewed, it is more like 2% of that 13% are the troublemakers.
The rest just want to live a good life. Forty years of dumbing down a segment of our society and convincing them that victimhood and entitlements are their rights have, as Rev. Wright so aptly stated, “Come home to roost.”
The real question is the oldest one in the study of human development. Is it nature or nurture that brings someone to the point they are at now. I’ll argue, since I know smart black people, it is more nurture. Sure there as some dumb ones out there, but by and large it is a subculture that rewards thuggish behavior and irresponsibility that drives the numbers we see.
Simply put, they aren’t dumb or lazy, just paid to be.
