(Updated and Bumped)
On Wednesday it was reported that far left Representative Emanuel Cleaver (D-MO) proposed a $48 billion earmark to redistribute taxpayer money to the inner city.
It was the Mother of All Earmarks…
Liberal Rep. Emanuel Cleaver proposed a whopping $48 BILLION EARMARK that would redistribute wealth to the inner cities and gift money to the poor and thereby produce a much larger consumer class to buy the goods and services produced in this country.

Rep. Cleaver will lead the Congressional Black Caucus next year. (CBC Blog)
Now get this…
The $48 billion would go to Cleaver’s friend, a gentleman named Lamar Mickens, president of the not-for-profit Quality Day Campus who runs the organization out of his Kansas City home.
The Southeast Missourian reported:
Currently Mickens operates this massive proposal out of his home but with Cleaver’s help, this earmark could put him on the road to success.
Cleaver provides a link to a Mickens “manifesto” where a lengthy agenda is outlined — but again with no specifics other than the rich should provide money to the poor so that the poor will have more money to spend.
There’s more…
Lamar Mickens is the President and the Treasurer of Quality Day Campus, Inc.
His wife Cynthia is the Vice President of Quality Day Campus, Inc.
It says so on their handwritten Annual Report!

And get this… It’s classified as a child day care center that he runs out of his home!
This is UNBELIEVABLE!
Rep. Cleaver is asking for $48 billion to donate to his friend’s shady day care center that is run out of a Kansas City home?
Wouldn’t you expect this to be a punishable offense?
Rep. Cleaver has some explaining to do.
UPDATE: Rep. Cleaver also listed an earmark in March 2010 asking for $1,000,000 for Quality Day Campus, Inc.
UPDATE: To the doubters out there. This wasn’t a misprint.
To those that would state that this was not a request from Rep. Cleaver you are 100% incorrect. All you have to do is follow the following steps.
Caesar Rodney added:
1. Go to this website, it is his official .gov site
http://www.house.gov/cleaver/Cleaver%20Green/index.shtml#
2. Then put your mouse over the “legislation” link
3. Select “Appropriations”
4. You will see a link named: FY2011 earmark request……
5. Open it up and go to the last entry on page 25 and ENJOY your ready…..48 BILLION dollar earmark request….straight from the horse’s mouth.
OHHHHH…….did I forget to mention…..this 48 Billion dollar earmark is labeled “(Phase One)”

Hey, Blue, where are you? Come pour some of BS from your bleeding heart onto this discussion thread like you did onto the other post today about Cleaver. Come tell us about how the poor never get a break because of the big business lobbyists. Please, enter this discussion and explain to us how we’re wrong in believing that Cleaver and the others like him are the reason that the poor, poor blacks in particular, can’t get a break because he’s holding them down and using them. We need you to tell us that Cleaver hasn’t been trying to give his friend $48B (a pie from which he was surely planning to get a nice piece), taken from taxpayers not even born yet, by promising that it was to be distributed to “the poor in inner cities.”

What pisses me off is that the Republicans who are up on the floor or on tv complaining and protesting these bills have about as much passion fighting these as a cat licking its a$$.
Hell they sound like its just another day in Congress. These bills and this legislation is about to take this country down another giant step to bankruptcy and socialism and under the control of extremely liberal, oppressive and financially destructive liberals.
Wake the hell up, throw that freaking bill acrossed the floor of the house and senate and jump down their throats and make them read every damned page out loud in English and spanish. Then threaten everyone who votes for them to be targeted by the entire GOP.
No finacial support period if they vote for these final bills.

Blue, come to Europe. Really. Get here and work. And then watch how the government takes more and more of your money to feed the “poor”. The poor here are the people who REFUSE to work, because, hey, why work 40 hours per week for 900 Euros when you can get 1,000 Euros from the government for not working?
It’s not going to work.
It starts with the rich and in the end everybody will pay taxes out of their collectives butts because it’ll be the only way to finance the welfare state, at least for five minutes.
Because, in reality, such welfare states are impossible to finance.
Don’t believe it?
Come to Europe, see how all the great welfare states are essentially BANKRUPT. No, we’re not? I wouldn’t call 6.2 trillion Euros national debt (and growing), like Germany has it, “working as planned”. I wouldn’t call 70% of the GDP as national debt (and growing, 75% by 2012), like Austria has it, “working as planned”. I wouldn’t call the mess in the UK, Spain, Portugal, Greece, Ireland, Netherlands, Belgium, etc, “working as planned.”
Well, it’s working as planned if the plan was to destroy the countries’ finances for good.
Oh and, these national debts don’t come from fighting wars or the “evil banks” or other stuff like that. They come from DECADES of wasteful spending. Thanks to the welfare states.
In Germany the welfare state in 2001 ate up roughly 30% of the annual budget. In 2010 it ate up almost 50% of the annual budget. German budget for 2010 was 320 billion Euros. 80 billion were new, additional debt. 150 billion were only for the welfare state.
That is not working.

Blue commented:
BigAl, let’s work from the premise that racism is context-dependent. I don’t think that this is a controversial stance, but I’m sure you’ll let me know if you disagree. To answer your first question, yes, white people have the ability to weigh in on “black-on-black” crime without being called a racist, provided that you actually do so thoughtfully. If you say something along the lines of “that’s just the way those people are” then that’s racist. But there’s ways to discuss the issue that don’t tread on this kind of meaningless territory.
As for your second question, whether African-American representatives seeking money for largely-African American neighborhoods has a racist element to it, my answer is no. The reason why is that they’re pursuing the interests of their constituency. Do you consider it racist that white GOPers are fighting for tax breaks for the wealthiest Americans who as a group are largely white? Are pols who represent Indian communities seeking money in the Tribal Affairs committee acting with a racist element? Of course not.
Contrary to popular conservative belief, liberals like me believe that African Americans can be racists too. We do exist. But trying to get money from the people you represent? Not racist-y. Calling inner-city African Americans lazy or saying things like “if we give them money they’ll just go buy drugs with it”? Racist as hell.
wanumba commented:
The problem is: politicians don’t pass huge chunks of money to buddies like that unless they expect to get some back in return.

Say what?
Wasn’t it the Liberals who were the ones whinging and whining and caterwaulering about “Black Flight” from the inner cities, conjuring up all sorts of “keep ‘em there social policies” so black families wouldn’t transplant to the “white” suburbs?
The LEFT, the DEMOCRATS didn’t want morally-functional families fleeing high-crime, drug-corrupted neighborhoods so that black families could be part of the upwardly mobile middle class in the suburbs, send their kids to good, violence-free schools and off then to college.
Insetad of letting people choose their living options, the Democrats pushed BUSING kids out of their neighborhoods adding hours of transport drudgery a day into the suburbs just to be sure the families wouldn’t move out, like everyone ELSE does when the neighborhood goes bad.
mercadorudy commented:
Why is it that liberals always want to seem to be the voice of reason, no matter how wrong they are? I would rather they say what they really feel and show their true colors. I think all would see how they are just like everybody else and that they are just as racist as they believe evryone else is.
olm commented:
Blue, I don’t really give a poop what color the inner city residents are, the politician here trying to get 48 B for this project that will become a very expensive slum. The country is broke. The slums can stay how they are or they can raise their own money to build anew. Handing them a pot full of money for absolutely no committment is nuts no matter what color they are.
You know what, all they really need to do for money is claim they are a black farmer (maybe you don’t have to prove you”re black, you sure don’t have to prove you’re a farmer and you deffinitely don’t have to prove you met with anyone, you just have to know a name) and they can get reparations/cash that way. The money is already there. Although there is not Billions for the individual and may not be enough for this particular group.
Really Blue, I would think this would disgust anyone.
Loulou commented:
Was that not THE Cynthia McKinney’s name (ex-Congresswoman commie from GA) on that form.
Tom commented:
@ Blue; Saying “that’s just the way those people are” is not racist, it’s a stereotype, in the fashion that “all baseball players spit” or “All football players scratch their nuts.,” perpetrated down the line that all of them do it, even though some don’t.
Secondly, I don’t care whether you are pink, blue, red, or green, you do not hand over that kind of money without oversite and certainly not to a “day care center” operator. The fact that “handing out” money just to hand it out isn’t going to work. If it did, inner city Detroit, Chicago, Bronx, Harlem, etc would be thriving right now. It’s just a fact that you just don’t throw money at something and it makes it all better. For instance, studies have shown that if you give a teenager a car, it will last 1/4 of the time a car will last if the child earned the money and bought it himself. Why? Because when you earn something, you take care of it and appreciate it more.
Lastly, If, and this is a big if…The democrats wanted to pass the tax increase along to wealthier Americans, they could have a long time ago. Why didn’t they? They knew they would get hammered in the elections. Hell, it might have been a 100 seat turnover then. But as it is, it was only 63. You seem like an educated person, which is why I don’t see why you can’t seperate race from common sense. If you have a job, and want to give away more taxes, then by all means do. The IRS is more than willing to take it from you. But 50% of all Americans don’t pay taxes, of the other 50%, the top 1% pay 40% of all taxes, and the top 5% pay almost 70% of all income taxes. How are they avoiding paying taxes? That means that 95 % of the people who do pay taxes, pay only the other 30%. Now if that isn’t class warfare, I don’t know what is.

Finally, to Andreas K, #69. To deny that European welfare states are struggling is to deny that the sky is blue. Obviously they are in over their heads. But what the hell do you expect? There is a worldwide economic disaster underway, and European economies aren’t magically exempt from the rules of the market.
But let me bounce this idea back to you: what glamorous free-market kingdom would you hold up as a good counterexample of effective economic leadership through the Great Recession? Dubai? Chile? Argentina? South Korea? Taiwan? Singapore? All of these neo-liberal Friedmanite enclaves are in just as much trouble as Greece or worse! Everyone is currently in the exact same sinking boat (except China…you know, RED China), the only difference is that people in welfare states at least have a decent safety net.
No doubt about it, Europeans are facing a pretty tough winter for the next few years. But they will come out of this crisis better than the completely “free market” economies.

Boy howdy, you know squat about what’s going on in China.
What IS it with the Left’s idol-worship of the communist Chinese? If Mao was so brilliant why did he “have” to murder so many millions of his fellow citizens for “change”? China didn’t recover anything remotely close to adequate functioning until AFTER Mao died.
What a coincidence. Maybe Mao was really a murderous, economic draining, socially destructive SOB.
The Left thinks China is “exotic” compared to what they consider the “boring ” USA, but from a Chiense persepctive, America and anything AMerican is wonderfully and fantastically exotic.
Anyone is the USA able to name a Chinese TV show? A Chinese pop song? A Chinese pop SINGER? A Chinese classic novel? Popular movie? In contrast, how many Chinese croon Dolly Parton’s “I have always loved YOUUUUUUUUU?” Doubt it? CHeck youtube.
What music do Chinese students practice at piano lessons all week? A Chinese composer or Mozart? How many Americans are struggling with years of learning the cumbersome CHinese writing versus how many Chinese are in the USA learning English and that phenomenally useful and versatile phonetic alphabet system?
Ever see how Chinese treat Africans? Uh OH!!!! It’s shocking. It shouldn’t be, given how badly the elite Chinese communist party thugs under Mao’s egotistical leadership treated who they thought were lesser Chinese than themselves. If the Chinese communists could reduce their own citizens, decent men, women and children to sub-human category treatment, simply for disagreeing with the “program” then what hope do non-Chinese have to be treated as fellow human beings?
But Lefties just swoon and blather on and ignore reality, promoting a phony, shallow stereotype of what they IMAGINE the Chinese communists to be, assuming superhuman capabilities like being immune to corruption, bias, covetousness, hatred and LYING about their progress, prowess and production. A blatently racist stereotype that everyone is supposed to accept without questioning the validity of it.
It was very evident that all isn’t right in the kingdom when the earthquake hit that that region a couple of years ago, effectively wiping out the child population. Chinese families put their ONE CHILD into communist party schools. The earthquake hit, the corrupt communist contracted built-government schools collapsed on the children. Devestated parents, their family lines WIPED OUT, the end of their generations smashed under tons of rubble, and they rioted. The communists had taken EVERYTHING from them and they had nothing left to lose, so they went berzerk.
Yuh. But, hey the Olympics were soo wonnerful, elicting tearful sobs of awe from our assinine MSM, but the Chinese government couldn’t even trust their citizens to sit in the seats to watch the sports.

NONE. Corn merchants, defense contractors, oil companies, and financial brokers all come to beggar the government – and the people it represents, mind you – for quantities vastly outpacing this, with need far less than the put-upon city dwellers this earmark hopes to aid. And they get it every single time because they can bleat and wail and shell out the cash to get their way. The poor? Not so much. This earmark will die before this bill ever passes, and you can be sure a couple of “socialist” Democrats will help land the killing blow. $48 billion earmark? Not really. It’s all about reparations
[Update: Gateway Pundit has a 2009 Missouri annual report showing
Mickens runs the day care center out of his home here. Mickens is both
president and treasurer; his wife, Cynthia, is v.p. They also serve as the
whole board of directors.
In February 2006, Mickens’ organization was identified as “a
group assembled to create a strategy to save the urban core.”
So. How common is the name Lamar Mickens? This is mystifying: The
African National Congress Washington, D.C. Mission Records includes:
[An undated] Letter to [Nelson] Mandela from a Lamar Mickens offering
“military support,” “the removal of present Deklur [sic] Government,” and
the establishment of “new foreign relations with US and other countries.”
. . .
But this is not. It speaks volumes — if this is the same Lamar Mickens
of Kansas City, Missouri. In response to a March 2008 blog post, “why
reparations are bullsh*t,” lamarmickens writes:
Take 10 million people; multiply that by 400 years; divide that by murder, rape adn other inhumanities–and you still won’t have a clue about whats really going on my friend!

We were of course gerrymandered into Cleavers district, so he could never be voted out of office; and the inner city folks would always be “represented” by a minority voice as we were told. Same in the district that William Clay (another minority.)
One thing I can say for Cleaver, he is consistent in his thoughts and actions. His movement to the top of the CBC shows that he is also probably more corrupt than anyone possibly could have known or guessed about him. There are a ton of tales about him and his under handed dealings for years. You could not possibly convict him of anything, as that would result in rioting in the streets, much like the 60′s saw here. Back then, the folks knew if they left the city, they would not return to it alive, so they stayed and burned their own neighborhoods. Ah, history.

The War On Poverty
[The paradoxical result is that more people will have houses, but fewer people will be able to have any real mobility, both physical and social. This social reengineering of American life will leverage government control of housing to recreate the worst Soviet experiments in artificial neighborhoods and cities.]
which reminded me of this:
ACORN’s Nutty Regime for Cities
[If you thought the New Left was dead in America, think again. Walk through just about any of the nation’s inner cities, and you’re likely to find an office of ACORN, bustling with young people working 12-hour days to “organize the poor” and bring about “social change.” The largest radical group in the country, ACORN has 120,000 dues-paying members, chapters in 700 poor neighborhoods in 50 cities, and 30 years’ experience. It boasts two radio stations, a housing corporation, a law office, and affiliate relationships with a host of trade-union locals. Not only big, it is effective, with some remarkable successes in getting municipalities and state legislatures to enact its radical policy goals into law.
Community organizing among the urban poor has been an honorable American tradition since Jane Addams’s famous Hull House dramatically uplifted the late-nineteenth-century Chicago slums, but ACORN and Addams are on different planets philosophically. Hull House and its many successors emphasized self-empowerment: the poor, they thought, could take control of their lives and communities through education, hard work, and personal responsibility. Not ACORN. It promotes a 1960s-bred agenda of anti-capitalism, central planning, victimology, and government handouts to the poor. As a result, not only does it harm the poor it claims to serve; it is also a serious threat to the urban future.
[..]
ACORN’s bedrock assumption remains the ultra-Left’s familiar anti-capitalist redistributionism. “We are the majority, forged from all the minorities,” reads the group’s “People’s Platform,” whose prose Orwell would have derided as pure commissar-speak. “We will continue our fight . . . until we have shared the wealth, until we have won our freedom . . . . We have nothing to show for the work of our hand, the tax of our labor”—claptrap that not only falsifies the relative comfort of the poor in America but that also is a classic example of chutzpah, given ACORN’s origins in a movement that undermined the work ethic of the poor.]

March 10, 1983
[In 1933 the German establishment thought it could use Hitler to restore a modicum of order to the confused and confusing Weimar Republic. In fact, Hitler did strengthen the German establishment, but not exactly in the way the bankers and businessmen had wanted; and now, fifty years later, it is clear who was using whom. Nevertheless, the Western World did not complain in 1933 because Hitler, though a fascist and a totalitarian, was seen, like countless American puppet dictators today, as someone who leaves the established order in place.
Not so the Greens. If a group of young, anti-establishment pacifists wiith unusual ideas and uncomfortable answers to hard questions terrifies us more today than Hitler, Himmler, Goering and Goebbels did back in 1933, our terror says more about us than it does about the Greens or the Germans. It indicates that we have failed to comprehend the meaning of Nazism and blind obedience to authority in their full horror, and that we, unlike the Greens, have yet ourselves to learn the democratic lesson that we have taught the Germans so well.]

All such requests are posted on Rep. Cleaver’s web page, just as they are for many politicians. Cleaver, however, never submitted any proposal for such a rediculous request! This claim is false!
The Oregonian newspaper runs bipartisan “PolitiFact.com” stories, unveiling the truth on such rumors. The claim is FALSE. Either call the Oregonian or check for a web posting after today (the post was printed in today’s newspaper, but such posts may experience delays in being published online.)

On or around December 15th 2010 an article was posted on several blog sites concerning a congressional earmark request for $48 billion dollars to fund an initiative called the War On Poverty. An initiative conceived by our organization, Quality Day Campus Inc., but was utilized ( our assumption) by a “band of media groups” to create and circulate a vicious smear campaign against Congressman Emanuel Cleaver.
A campaign-(smear) that also angered and outraged many over blog sites as well as caused damage to the creditability to our organization and possibly damaged the potential support that could have been gardened for the initiative, had these individuals responsible had taken professional care in researching the truth concerning our efforts, the involvement of the congressman’s office and caused further distrust between the American people, political officials and the private sector, namely organizations, such as ours.
Our intent for submitting these appropriations request annually was to bring to the attention of the congressional subcommittees our request as well as congress in the hopes that they (congress or congressional subcommittees) would consider our alternative measure for support. We (our organization) is trying to stop government from the corrupt practices of wrongful spending / mismanagement. Its time the American people take back control of their government and not at the expense of a few naysayer’s running amuck in the media community making trouble with lies, falsehood and innuendoes…
However, in light of these events surrounding the congressman as a result of a willful misguided few, I can only hope that their efforts at sabotage have not truly hurt our right and freedom of “expression.” One that has caused no harm to anyone, nor infringed upon any rights or civil liberties. The same cannot be said for those who masterminded and partook in these shameful acts–that I can only surmise as selfish and grossly negligent.
A negligence that I must now call upon the honest and decent American people to discover for themselves to witness by visiting these sites and seeing first hand for themselves at the depth and callousness through the responses by citizens that these blogs triggered. From racially charged slurs and innuendoes to others too dire for me to mention.
Our organization feels that there should be some sort of formal inquiry as to ascertain whether this was a staged and or deliberate attack politically, aimed at Congressman Cleaver, the CBC-(which was named in one blogger’s comment) or our organization for proposing such a request.
Or was it possibly “racially charged” due in part to the fact that members of our organization as well as Congressman Cleaver ourselves are minorities. We hope that there is an investigation into the matter in order to ascertain if this was an act by an individual or group acting out in malice politically, organizationally or racially. Time will tell…
Our organization has already started talks with two of the online media sources responsible for these slanderous attacks. We have asked the following conditions and if these conditions are not met, we will be pursuing legal action against them and others that we uncover in our investigative wake.
Written letters of apologies to our organization, Congressman Cleaver and the American people whom were affected in these attacks.
Removal of these slanderous and disturbing blogs from their sites
Posting of these written letters of apologies on your blog site in place of the blog that caused the damage.
Suspension and or firing of anyone involved in the planning and propagation of these slanderous and false allegations.
I urge you the readers to look back on these blog sites such as the one your are reading and others and you will see that I have responded and challenged them to respond back…If the have not responded back, ask yourself “why?” And then ask them yourselves…And also check all their other blogs by going to your search engine and typing in “48 billion dollars Cleaver,” or “$48 billion dollars Emanuel Cleaver” and you will see that I have posted a response or two…..If you find one that I have not posted a response, please email at quality day.campus@sbcglobal.net…..American is a land of opportunity and free speech.
