Last week the leftists on the Los Angeles City Council voted to boycott Arizona. Today, a representative from the Arizona Corporation Commission responded. Gary Pierce, one of the commissioners chosen in state-wide elections to the utility regulation panel, noted that Los Angeles gets about 25% of its power from Arizona producers.  He sent a letter to Mayor Villaraigosa.

Dear Mayor Villaraigosa,

I was dismayed to learn that the Los Angeles City Council voted to boycott Arizona and Arizona-based companies — a vote you strongly supported — to show opposition to SB 1070 (Support our Law Enforcement and Safe Neighborhoods Act).

You explained your support of the boycott as follows: “While we recognize that as neighbors, we share resources and ties with the State of Arizona that may be difficult to sever, our goal is not to hurt the local economy of Los Angeles, but to impact the economy of Arizona.  Our intent is to use our dollars — or the withholding of our dollars — to send a message.” (emphasis added)

I received your message; please receive mine.  As a state-wide elected member of the Arizona Corporation Commission overseeing Arizona’s electric and water utilities, I too am keenly aware of the “resources and ties” we share with the City of Los Angeles. In fact, approximately twenty-five percent of the electricity consumed in Los Angeles is generated by power plants in Arizona.

If an economic boycott is truly what you desire, I will be happy to encourage Arizona utilities to renegotiate your power agreements so Los Angeles no longer receives any power from Arizona-based generation. I am confident that Arizona’s utilities would be happy to take those electrons off your hands. If, however, you find that the City Council lacks the strength of its convictions to turn off the lights in Los Angeles and boycott Arizona power, please reconsider the wisdom of attempting to harm Arizona’s economy.

People of goodwill can disagree over the merits of SB 1070. A state-wide economic boycott of Arizona is not a message sent in goodwill.

  13. Also as a Californian, I say turn off the power and /or raise the rates in LA. Downgrade their credit rating (they are broke) and are a serious default risk. Downgrade credit rating, raise rates, and speed collection of fees due…with hefty late fees and early disconnect penalties for non or late payment.

  36. I hate to break it to all of you, but it is Constitutionally illegal for Arizona to cut off the power to any other state to which it supplies power to, no matter the circumstances. Yes, it is a wonderful letter, but it is a bluff that cannot be called short of Arizona succession from the United States, and that just isn’t going to happen. The power Arizona supplies comes from the Colorado River via dams built by the people of the United States. They don’t have the power to cut off electricity, or water to anyone receiving it outside their own state.

    With that in mind, I say all the illegals captured in AZ should offered to CA with a one way ticket.

  38. Eric – #42 Please be advised. There is no Constitutional issue regarding Arizona Power supply to California. Yes – the US Govt is trying to nationalize all the waterways in the country and there is a multistate state agreement on the use of the water from the Colorado RIver. However, the electrical power that Arizona controls is from the Palo Verde nuclear power plant – not to be confused with the hydropower produced at Hoover dam.

  45. Arizona should renegotiate L.A.’s power agreements and simply charge more for the power, making up for any economical impact.

    The money could be spent by Arizona on tourism publicity and draw new tourist to the state to make up for the boycotting L.A. residents (illegal and legal).

    I wish I had some vacation time. I’d visit Arizona.

    We can also put a $500 toll on trucks crossing into California from Arizona.

    I use to drive truck. Driving way the heck up into Nevada on I-80, bypassing I-10 and I-40 would add about a thousand miles to your average trip if your destination is anywhere south of Sacramento. It would be cheaper to pay a $500 toll then drive an extra thousand miles. We’d be rolling in money man.

  52. Turn about is fair play. However, if AZ “renegotiates” CA’s power to nill, I have a feeling the Obama Administration will step in and make attempts to regulate AZ’s power over their own power plants. Which would be, un-Constitutional due to States Rights.

  53. The comments of commissioner Gary Pierce show a blatant lack of knowledge in the workings of power generation and the electricity market, and simply serves to distract us from the issue: immigration.

    Barring the minor error that cutting off electric power is “[taking] those electrons off your hands”, the American electricity is not a network of single buy-sell contracts. It is a intertwined fabric, a web, much like any other industry here in America. If Arizona doesn’t sell power to Los Angeles, it will perhaps sell to Colorado, and Colorado to California, etc. Playing on divisiveness is blasphemy to the spirit of enterprise that has made America what it is today.

    More importantly, though, his letter talks of moving power when we should be discussing the pros and cons of Arizona’s laws on moving people. Will the additional enforcement cost be worth it? Are there other better ways to integrate immigrants into our society? These should be the questions being asked, rather than sending LA a thinly-veiled threat.
