Corrupt House Democrats today voted to approve the Slaughter Rule. They will use the rule now to take over one-sixth of the American economy when they vote for Obamacare on Sunday.

222 Democrats agreed to fundamentally change Congress forever.
No Republicans voted for the rule change.

55% of the country oppose Obamacare - 35% approve of the democratic bill.

    Unprinted Amendment No.___ .

    Intended to Proposed by Mr. _________.

    Viz:

    Add at the end of the bill the following new Section:

    “Sec.___ . a) Inasmuch as Sections Five and Seven of Article I of the United States Constitution mandate a certain process for the enactment of a federal law and do not allow a measure to become a law by “deeming” it passed by either House of Congress, it is the Sense of the Senate and its judgment that the House of Representatives is required by the Supreme Law of the United States, to vote directly and up or down on H.R. 3590 in order to send that measure lawfully to the President, if, and only if, it shall have been approved by a majority vote of each such House taken on an identical measure; and, more particularly, it is the Sense of the Senate that, in conformity with Article I of the Constitution, the House of Representatives, unless the measure is returned to the Senate with an Amendment by the House, must vote directly on the language sent to it by the Senate precisely as it was duly enrolled at the direction of the Senate by its Enrolling Clerk, certified as an Act of the Senate by the Secretary of the Senate, and thereupon transmitted by the Senate’s Messenger to the House Chamber while the House of Representatives was in actual Session.

    b) It is the further Sense of the Senate that the exact words that the Senate caused to be enrolled on parchment and taken by messenger to the House of Representatives, constitute the sole document and the only document upon which Members of the House can lawfully cast their vote, whether Yeah or Nay, under the process expressly mandated by the United States Constitution; and it is also the Sense of the Senate and its judgment that to do otherwise by “deeming” rather than voting would void any purported enactment, deprive it of the force of law, justify disobedience to it, and cause irreparable violence and harm to our system of government and its fundamental law through fraud, deception, abuse of power, and usurpation of the civil rights of the People.

    c) This Section maybe cited as the “Congressional Voting Rights Resolution.”.

  10. I don’t confess to understand this in great detail, but does the Slaughter Rule essentially give the Dems two chances to pass this crap?

    It looks like Pelosi et. all are having a hard time nailing down exactly how many votes they can actually count on. This makes it risky to take any vote on the current Senate bill. There has to be a number of members that are telling the leadership they will vote yes to keep the heat off from the administration, but come crunch time plan on voting no.

    A “deem and pass” vote will force all the members to declare how they will vote. If it were to pass this way, then deal done. If it doesn’t, then those that vote no would then come under tremendous pressure from the administration.

    With the Slaughter Rule they can afford to lose once and still keep things alive and will gain information in the process. I think this is why the GOP was trying to force and up/down vote only.

Then the main lede says “..When they vote for the bill on Sunday.” And not one of you sees the irony in this? Also, I would like it explained to me how Congress will be changed forever by using a parliamentary tactic that’s been used almost a 100 times in the past decade.

There were 38 and 52 self-executing rules in the 104th and 105th Congresses (1995-1998), making up 25 percent and 35 percent of all rules, respectively. Under Speaker Dennis Hastert (R-Ill.) there were 40, 42 and 30 self-executing rules in the 106th, 107th and 108th Congresses (22 percent, 37 percent and 22 percent, respectively). Thus far in the 109th Congress, self-executing rules make up about 16 percent of all rules.

    On April 26, the Rules Committee served up the mother of all self-executing rules for the lobby/ethics reform bill. The committee hit the trifecta with not one, not two, but three self-executing provisions in the same special rule. The first trigger was a double whammy: “In lieu of the amendments recommended by the Committees on the Judiciary, Rules, and Government Reform now printed in the bill, the amendment in the nature of a substitute consisting of the text of the Rules Committee Print dated April 21, 2006, modified by the amendment printed in part A of the report of the Committee on Rules accompanying this resolution, shall be considered as adopted in the House and the Committee of the Whole.”

  17. Self executing rules. Read the whole thing…didn’t see anything regarding what it’s been used for. Certainly it’s been used for things such as passing Medicare or SS? More likely for declaring National Baked Bean Day or other such drivel.

    Please provide when it’s been used for something approaching the scope of what’s being debated here with health care takeover.

    No. We’ve faced threats of this magnitude before and prevailed, so I’m not ready to roll over on my back and surrender before the fight even begins.

    Logistically there’s no way for the Democrats to legalize all the illegals and then register them as new voters in time for the November elections. And if they try, the powder keg will finally go off.

    Instead of giving up, I’m preparing to fight, as are millions of my fellow citizens. Some pollsters are projecting that in the next elections the Dems will lose 100 seats in the House and 20 in the Senate. Given the level of rage they’re engendering, those numbers are clearly within the realm of possibility.

    If the Dems lose that many seats, the GOP will be able to repeal ObamaCare and then override Obama’s veto. So it’s way too early to surrender. The Dems are lighting a fire under a sleeping patriotic giant. I’m not afraid of the future. Americans aren’t Europeans, Canadians, Australians, or Venezuelans. We fight back.

    We lost Barrow, Boucher, Boyd, Chandler, Davis (TN), Edwards, Kissell, Marshall, McMahon, Peterson, Ross and Skelton out of the firm no’s. We lost Berry, Donnelly, Driehaus, Lynch, Matheson and Tanner out of the leaning no group. We lost Altmire, Baird, Boccieri, Markey and Murphy out of the previous no group who were undecided. We lost Ellsworth and Hill out of the hopeful group.

    This does not compute because we got some who were yes votes and lost way too many no votes. Some voted for the rule that are known to be solid no votes and others voted against the rule that are known to be yes votes. I think a lot will switch their votes if the bill comes up as they are trying to be both for and against the bill at the same time.

    Really? That simple, huh? Then why didn’t Pelosi propose to do that before Scott Brown won the special Senate election in Massachusetts? And why are some Democrats publicly criticizing the use of the Self Executing Rule then? More importantly, why not use this tactic for all legislation when the House and Senate bills differ, much less only for legislation that is going to permanently change everyone’s health care in the entire country as well as the relationship between citizens and the government? I think we can see who the idiot is based on your “reasoning” mixed in with the unprovoked sophomoric insults, the obscenities, and the excessive use of exclamation points.

    BTW, I’m sure you would’ve looked at the Self Executing Rule as no big deal if Bush had used it to pass his proposed Social Security reform, right?

  35. Looks like the Edwards office wasn’t especially honest. The Dems voted not to have to vote which paves the way for “deem and pass”.

    I found on Drudge what this was about:

    House Democrats nevertheless succeeded Thursday afternoon… The House voted 222 to 203 to shelve a Republican resolution that would have required a separate vote, which Democratic leaders want to avoid through a parliamentary maneuver known as deem and pass that would allow the Senate bill to be considered passed once lawmakers approved the package of fixes.

  39. Chet Edwards’ office was right. This was not a vote on the Slaughter Rule itself. The Republicans offered a motion to bypass the Slaughter Rule that will be voted on this coming Sunday. It would have forced an up and down vote on the Senate Bill complete with its Cornhusker Kickback and Louisiana Purchase. That caused several Democrats to vote for this motion out of loyalty to their party. What is interesting is who voted against this motion and their own Party.

    Adler, Arcuri, Boren, Bright, Carney, Childers, Cooper, Costello, Dahlkemper, Davis (AL), Giffords, Herseth Sandlin, Holden, Kosmas, Kratovil, Lipinski, McIntyre, McNerney, Melancon, Michaud, Minnick, Mitchell, Nye, Perriello, Schuler, Stupak, Taylor, and Teague voted against the rule.

    The surprise came in who also voted against this motion and joined all of the Republicans present who were not listed as no votes. They are Cooper, Dahlkemper, Hall, Kosmas, Mitchell, Nye, and Perrielli. The two Arizona Democrats who are in tight re-election races, Gifford and Mitchell, suddenly voted with the Republicans when they are supposed to be yes votes. Perhaps they hope to point to this vote after voting for health care as saying they were against the health care bill before they were for it. Better yet they may have decided that voting for health care is political suicide in their districts, which it is.

    Cooper is not vulnerable to losing his seat but he is from Tennessee where the Democrat version of health care reform is extremely unpopular. Hall from NY-19 is vulnerable and may be feeling the Republicans running against him breathing down his neck. These two were thought to be yes votes as well. Dahlkemper, Nye and Pierrello are undecideds and are in the list of Democrats who might be persuaded to vote no. All three are vulnerable. If these seven vote with the listed no votes, the health care bill dies.

    See? Keep your sense of humor. We’ll survive this. The entire nation is up in arms, and these cretins keep plowing ahead, too stupid to do anything else, and people are worried that they have some secret trick up their sleeves? No, they’re just morons.

    It’s our turn to face tyranny, but it’s a much stupider tyranny than in Iran or Venezuela, for example, where they built up internal security apparatuses before they took over. We still have guns, a free press, and free elections. We can reverse everything this clown puts into place if we refuse to comply.

    If ObamaCare passes, I think you’ll see passive resistance of the type we’ve read about in India during the British rule, for example. We’re going to see nationwide strikes, the withholding of taxes, and civil disobedience on a level we’ve never experienced.

    Let’s make this an adventure. We’ll win in the end, because what the Dems have written up has no chance of ever functioning. The general public is simply smarter and more motivated than the government. Let’s turn it into a three-year party, at the end of which Obama gets tossed out on his rear end and we elect a president who will dismantle everything he put in place.

  42. Hypothetical…the House “deems” the bill passed because they vote on the reconciliation bill. Reconciliation bill goes to Senate where it is changed. Technically the RECONCILIATION package would have to go back to the House. Couldn’t they just send the bill to the Pres for signature without the reconciliation stuff since the same bill passed the pre-Brown Senate and was deemed passed by the House??

    You might like to know that the Self-Executing Rule has never been used to pass major legislation. (particularly something that takes over 1/6th of our economy and places it in the government’s hands)

    This rule has NEVER been used to CHANGE the outcome of a vote that would have went the other way without passage.

    Pelosi, Slaughter and Waxman signed onto a lawsuit in 2005 declaring the Self-Executing Rule as unconstitutional under Article I Section 7 of the Constitution. The hypocrites are now touting it to gain power and take away our freedoms.

    If you support government-run healthcare and support passage of the contents of this bill, then you are anti-Freedom and anti-Constitutional.

    I think you may need to take a long look in the mirror before calling anyone an idiot.
