Former United Nations weapons inspector Scott Ritter said his duty was to be one of the most vocal and visible critics of President Bush’s Iraq policy. (Common Dreams)
Former UN weapons inspector and Bush-basher Scott Ritter was busted for contacting a 15 year-old online and showing himself masturbating on a web camera.
The Pocono Record reported, via Free Republic:
A former chief United Nations weapons inspector is accused of contacting what he thought was a 15-year-old girl in an Internet chat room, engaging in a sexual conversation and showing himself masturbating on a Web camera.
Scott Ritter of Delmar, N.Y., who served as chief U.N. weapons inspector in Iraq from 1991-98 and who was an outspoken critic of the second Bush administration in the run-up to the war in Iraq, is accused of contacting what turned out to be a Barrett Township police officer posing undercover as a teen girl.
The police affidavit gives the following account:
Officer Ryan Venneman was posing as 15-year-old “Emily” in an online chat room when he was contacted by someone using the name “Delmarm4fun.” This person, later identified as Ritter, told “Emily” he was a 44-year-old male from Albany, N.Y.
“Emily” told Ritter she was a 15-year-old girl from the Poconos, at which point Ritter asked for a picture other than the one “Emily” had posted on her account. Ritter then sent her a link to his Web camera and began to masturbate on camera.
“Emily” asked Ritter for his cell phone number, which he provided.
Ritter again asked “Emily” how old she was. Told she was 15, Ritter said he didn’t realize she was 15 and turned off his webcam, saying he didn’t want to get in trouble.
Ritter told “Emily” he had been fantasizing about having sex with her, to which she replied: “Guess you turned it off …”
Ritter then said: “You want to see it finish,” reactivated his webcam and continued masturbating and ejaculated on camera.
The online conversation occurred in February 2009, but the investigation lasted until November

If Ritter had followed this up with trying to meet up with the girl, then that would be a very different matter and Ritter would deserve all that comes to him. But I haven’t read that this is the case. In which case: where’s the victim?

Remember that Scott Ritter, while a UN arms inspector, was initially critical of how lax the process was, then abruptly did a 180, taking Saddam’s side. When I saw his initial arrest I suspected that the Iraqis had caught him in a honey trap and either blackmailed him or provided underage companionship to get him to reverse his position. This last arrest reinforces my suspicions.

Ritter — an outspoken critic of President Bush’s plan for war against Iraq — was arrested by Colonie police in June 2001 after he allegedly was caught in an Internet sex-sting operation, according to a published report.
Ritter, of Delmar, was arrested on a misdemeanor charge after he allegedly had a sexual chat on the Internet with an undercover investigator posing as an underage girl, The Daily News reported Sunday, citing law enforcement sources who spoke on the condition of anonymity.
A judge sealed the case after it was adjourned in contemplation of dismissal. Colonie police on Sunday declined to discuss the case, citing the sealing order.
Last week, District Attorney Paul Clyne fired Assistant District Attorney Cynthia Preiser for her handling of the case, saying Preiser failed to notify him about a “sensitive” case.
Clyne said he launched an internal inquiry into the matter after a reporter from The Daily Gazette of Schenectady asked about a case involving Ritter.
“Based on that inquiry, I determined that I should have been apprised of the existence of the case,” Clyne told the Times Union. “I was not, so Cindy Preiser was fired for failure to keep me abreast of what was going on in Colonie court.” Clyne declined to discuss Ritter’s arrest.
No one answered the phone at Ritter’s home on Sunday.
Ritter, a 41-year-old native of Gainesville, Fla., moved to the Capital Region two years ago with his wife and twin daughters.

On Wednesday, January 22, 2003, in an interview with CNN, Scott Ritter confirmed he was arrested in 2001 and charged with a misdemeanor after allegedly communicating with an undercover officer posing as a 16-year-old girl. According to a source close to the investigation and interviewed by CNN, Ritter reportedly communicated with who he thought was a teenage girl in an Internet chat room and arranged to meet her at a Burger King in Colonie, NY, a suburb of Albany, so she could witness him masturbating. Ritter was charged with “attempted endangerment of the welfare of a child,” a Class B misdemeanor. It was also reported that Ritter was also involved in an earlier incident in April 2001 after communicating with an undercover officer posing as a 14-year-old. Ritter’s moral depravity was on display in 2003 when he admitted that, as a UN inspector, he’d actually seen prisons where Saddam held the children of his political opponents. Ritter said he’d seen such prisons but didn’t want to talk abou them “because [he] was talking peace, not war.” [I paraphrase from memory.] Anyone who can so easily dismiss the plight of children imprisoned by a despot is, IMHO, a heartless, amoral bastard. I can only hope he enjoys his term in an American prison and that his children can be taken away from him before he does them any more damage. He can, however, be thankful that the children of Iraq no longer have to fear being put in prison, thanks to George Bush, Tony Blair and our brave military.

(a) Offense defined.–A person commits an offense if he is intentionally in contact with a minor, or a law enforcement officer acting in the performance of his duties who has assumed the identity of a minor, for the purpose of engaging in an activity prohibited under any of the following, and either the person initiating the contact or the person being contacted is within this Commonwealth:
(1) Any of the offenses enumerated in Chapter 31 (relating to sexual offenses).
(2) Open lewdness as defined in section 5901 (relating to open lewdness).
(3) Prostitution as defined in section 5902 (relating to prostitution and related offenses).
(4) Obscene and other sexual materials and performances as defined in section 5903 (relating to obscene and other sexual materials and performances).
(5) Sexual abuse of children as defined in section 6312 (relating to sexual abuse of children).
(6) Sexual exploitation of children as defined in section 6320 (relating to sexual exploitation of children).
(b) Grading.–A violation of subsection (a) is:
(1) an offense of the same grade and degree as the most serious underlying offense in subsection (a) for which the defendant contacted the minor; or
(2) a felony of the third degree; whichever is greater.
(c) Definitions.–As used in this section, the following words and phrases shall have the meanings given to them in this subsection:
“Contacts.” Direct or indirect contact or communication by any means, method or device, including contact or communication in person or through an agent or agency, through any print medium, the mails, a common carrier or communication common carrier, any electronic communication system and any telecommunications, wire, computer or radio communications device or system.
“Minor.” An individual under 18 years of age.

Former New York State Assemblyman Chris Ortloff, a stalwart of the Republican Party who was noted for pushing very stringent laws regarding sex offenders, is serving time for an underage sex sting. He was on the state parole board at the time of his arrest.
Bernie Ward, once a prominent liberal talk show host in San Francisco, is now serving time for child pornography.
Mr. Ritter appears to have adjusted his political views, so he is somewhat in the middle. Like Fred @#53, I suspect that his change of view regarding the Iraq War was related to his previous charges.

The affidavit says that Ritter started the conversation with the girl and then for some reason showed his face on camera. The video apparently was not recorded and the officer had to recognize Ritter from the photos he saw later. It is also not clear why he gave his full name and location. Is it so that he would not be confused with other Scott or Bill Ritters? Scott Ritter seem to act very fullish for an intelligence agent, that had been previously caught in a very similar sting. Someone seems to have created a very easy case for the local police office that had only few such cases, one of which happens to be Scott Ritter. In conspirators’ defense, they did not try to totally destroy Ritter, even though they could. He may not get any time at all. Yet, his reputation is badly damaged already. The smear campaign could have failed, and then no one would have heard about it. But it has succeeded and it is all over the news.
But why bother? The Iraq war is behind. This time it could be about Iran. Ritter is the only voice in the Western world arguing that Iran is not trying to acquire nuclear weapons. The talk from the previous smear campaign seems to have faded away as he did manage to get on to cable news couple times, but he was put down again. It does seem like a cycle and no one will listen to him again. The only thing missing is a war on Iran…
