The separatists called the road rescue service that they planted a bomb on the route of the cyclists.
EUX.TV reported:

Madrid (dpa) – An explosive device planted by suspected Basque separatists went off Wednesday on the Tour de France route passing through the northern Spanish region of Navarre, police said.

The home-made device exploded after a publicity convoy preceding the cyclists had passed through the locality of Belagua, about 800 metres from the French border.

The blast caused a minor rockslide, but did not damage the road or cause injuries.

The incident did not affect the Tour de France which passed through normally.

An anonymous caller had warned a road rescue service that devices had been placed on the route, speaking in the name of the armed Basque separatist group ETA.

The BBC reported that two separate blasts went off on the route.

Well… So much for Zapatero’s appeasement policy.
